Boil the potatoes and rutabaga with salt for 15-20 minutes. Drain and let it steam for a couple minutes.
In another pan combine milk, cloves and the crushed garlic on med/high to a quick boil and set it aside. Take out the cloves and garlic.
Pour the milk over the potatoes and rutabaga and mash it. Add chopped chives and salt and pepper to taste. Mix the unsalted butter through the mashed potatoes and rutabaga.
